Charles leads a team at the Priority Communities Division of Victoria Police. Priority Communities, for Victoria Police, are those communities over represented as victims of crime, offenders, police contacts and under reporting of crimes. Victoria Police recognises Aboriginal, LGBTI, those living with Disability, those living with Mental Health, Multicultural (including New and Emerging), Seniors and Youth as Priority Communities. His team proactively and reactively support effective community engagement with a focus on co-productive approaches to problem solving, policy and practice improvement, and capability building.
Charles is well recognised for his practical field application of conflict analysis, sustainable conflict resolution and community development. He is passionate about social reform. His focus is the development of co-productive approaches between community, GOs and NGOs. Charles is a career police officer with 35 years policing experience. His career has encompassed front line service delivery and investigation, including homicide and sexual assault investigation. As a police manager he has managed various police service areas and policing divisions with extensive experience managing police service areas with diverse communities. His academic ventures include: a Masters in Leadership and study of Human Rights and Charles was a Rotary Peace Fellow at Chulalongkorn University, Bangkok. He is an active Rotary Peace fellow who engages in projects locally, nationally and internationally.
